The Days of Evil without a King (Judges 19:1)

1 And it came to pass in those days, when there was no king in Israel, that there was a certain Levite sojourning on the side of mount Ephraim, who took to him a concubine out of Bethlehemjudah.

John Gill writes:

The same is observed in ( Judges 17:6 ) ( 18:1 ) and refers to the same times, the times before the judges, between them and the death of Joshua, during which time there was no supreme magistrate or ruler in Israel, which is meant; and this is observed, as before, to account for wickedness being committed with impunity, such as adultery, sodomy, murder afterwards related:

7 Then the five men departed, and came to Laish, and saw the people that were therein, how they dwelt careless, after the manner of the Zidonians, quiet and secure; and there was no magistrate in the land, that might put them to shame in any thing; and they were far from the Zidonians, and had no business with any man.

5 And the man Micah had an house of gods, and made an ephod, and teraphim, and consecrated one of his sons, who became his priest.

6 In those days there was no king in Israel, but every man did that which was right in his own eyes.

Note: while there may be differing views on the meaning of "every man did that which was right in his own eyes," Matthew Henry writes: "There was no king in Israel, no judge or sovereign prince to take cognizance of the setting up of these images (which, doubtless, the country about soon resorted to), and to give orders for the destroying of them, none to convince Micah of his error and to restrain and punish him, to take this disease in time, by which the spreading of the infection might have been happily prevented. Every man did that which was right in his own eyes, and then they soon did that which was evil in the sight of the Lord. When they were without a king to keep good order among them, God’s house was forsaken, his priests were neglected, and all went to ruin among them."
