Preparing to War with Possible Apostates (Joshua 22:9-12)

Joshua 22

King James Version (KJV)
And the children of Reuben and the children of Gad and the half tribe of Manasseh returned, and departed from the children of Israel out of Shiloh, which is in the land of Canaan, to go unto the country of Gilead, to the land of their possession, whereof they were possessed, according to the word of the Lord by the hand of Moses.
10 And when they came unto the borders of Jordan, that are in the land of Canaan, the children of Reuben and the children of Gad and the half tribe of Manasseh built there an altar by Jordan, a great altar to see to.
11 And the children of Israel heard say, Behold, the children of Reuben and the children of Gad and the half tribe of Manasseh have built an altar over against the land of Canaan, in the borders of Jordan, at the passage of the children of Israel.
12 And when the children of Israel heard of it, the whole congregation of the children of Israel gathered themselves together at Shiloh, to go up to war against them.

Comments:
When the Israelites part company to inhabit their respective lands, the children of Reuben, the children of Gad, and the half tribe of Manasseh build an altar by Jordan. When other Israelites hear of this, they assemble for war, mistaking it to be a rebellion against God.

From the standpoint of these Israelites, this situation may have required them to put their brethren to the sword. As Deuteronomy 13 reads:
12 If thou shalt hear say in one of thy cities, which the Lord thy God hath given thee to dwell there, saying,13 Certain men, the children of Belial, are gone out from among you, and have withdrawn the inhabitants of their city, saying, Let us go and serve other gods, which ye have not known;14 Then shalt thou enquire, and make search, and ask diligently; and, behold, if it be truth, and the thing certain, that such abomination is wrought among you;15 Thou shalt surely smite the inhabitants of that city with the edge of the sword, destroying it utterly, and all that is therein, and the cattle thereof, with the edge of the sword.
